1. Press Windows Key + R and type sysdm.cpl then hit enter.

4. Select Add a user without a Microsoft account in the bottom.

5. Now type the username and password for the new account and click Next.

Sign in to this new user account and see if the keyboard shortcuts are working or not.     take ownership of the WindowsApps folder and all sub-folers
    open cmd as admin and enter these commands
    cd C:\Program Files\WindowsApps
    powershell
    Get-ChildItem .\ | where {$_.Attributes -match’Directory’} | foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.Fullname)\AppXManifest.xml”}
    there will be a lot of red text but don’t worry you’ll get most of your apps back
