mine has been working fine until crappy microsoft put out a bad update like they do so so so often.
Easiest surefire way. Turn mouse over (upside down). Run the wheel over your pant leg, back and forth. Any dirt inside will come out. This always works.

Sometimes people replace the usb stick (reciever) of a wireles mouse with another stick of a different mouse. Then some options work and some do not, most of the problem is in the wheel if it is about win 10!

I found my solution to be in Windows Settings > Devices > Mouse & touchpad
turn off the “Scroll inactive windows when I hover over them”
Cortana has settings and “, the legacy control panel has settings, 2 things to do one thing’s job, I bet the unaddressed issue is located there but the people at Microsoft are too proud of Cortana to fix this.
